Student’s Right to Know: Compliance and Consumer Information

This page outlines the College’s commitment to the Student Right-to-Know Act (1990) and other federal regulations requiring the disclosure of key institutional information. As mandated by law, the College provides prospective and enrolled students, employees, and the public with transparent, accessible data concerning student achievement, campus safety, athletic program participation rates and financial support, and comprehensive financial assistance information. The following resources are published to ensure full compliance with consumer information requirements and to facilitate informed decisions regarding educational opportunities and institutional performance.

Retention, Graduation, and Transfer Rates

In compliance with the Student Right-to-Know Act (1990), the College must calculate and make publicly available its completion or graduation rate for degree-seeking, full-time undergraduate students who enter the institution. This rate is determined by tracking the cohort of students who enter in the fall term and complete their program within 150% of the normal time for completion (e.g., within six years for a four-year program).

Furthermore, institutions must disclose the transfer-out rate for students who do not graduate but transfer to another institution. This information is key for prospective students to assess institutional performance and student mobility.

TCF also reports a transfer-out rate, which is the percentage of the full-time, first-time students who transferred to another institution.

Note that not all students at TCF are tracked for these rates. Students who have already attended another college or university, or who began their studies on a part-time basis, are not tracked for this rate. At TCF, 52.3% of entering students were counted as “full-time, first-time” in fall 2019.

Campus Crime and Security Statistics (Clery Act Compliance)

To ensure a safe and secure environment, and in compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), the College annually publishes its Annual Security Report (ASR). This report details the institution’s campus security policies and includes three years of specific crime statistics reported to campus security authorities and local police.

The disclosed statistics cover criminal offenses that occurred on campus, in certain off-campus buildings, on public property immediately adjacent to campus, and within non-campus facilities used by the College. The ASR also includes important information regarding fire safety, emergency response procedures, and prevention programs for issues like sexual assault and domestic violence.

Financial Assistance Information

In adherence to the Student Right-to-Know Act and other federal requirements related to financial aid disclosure, the College is committed to providing current and prospective students with clear and complete information regarding all available financial assistance. This section details the procedures for applying for and receiving federal, state, and institutional aid, including the completion of the Free Application for Federal Student Aid (FAFSA).

Disclosures include:

  • Net Price Calculator: A tool to help estimate the cost of attendance.

  • Terms and Conditions of federal student loans.

  • Student Loan Code of Conduct for the institution’s financial aid staff.

  • Penalties for Drug-Related Offenses affecting financial aid eligibility.

  • Satisfactory Academic Progress (SAP) standards required to maintain eligibility for aid.

Intercollegiate Athletic Program Participation and Financial Support (Equity in Athletics Disclosure Act – EADA)

To ensure transparency regarding gender equity in athletic opportunities, and in compliance with the Equity in Athletics Disclosure Act (EADA), the College annually prepares a report detailing specific information about its intercollegiate athletic programs.

This disclosure is mandatory for all co-educational institutions that participate in federal student aid programs and have an intercollegiate athletic program. The report provides a side-by-side comparison of opportunities and financial support for men’s and women’s sports, including:

  • Participation Rates: The number of male and female participants in each sport.

  • Revenues and Expenses: Operating expenses, revenues, and recruiting expenditures for men’s and women’s teams.

  • Coaching Staff: Salaries and the number of full-time and part-time coaches by gender.

  • Financial Aid: The total amount of athletically related student aid awarded to men and women.
